The Razer Surround driver is a 3D audio solution that simulates surround sound over headphones, which we bundled with Wasteland 2 as a cross-promotion with Razer.
There is no need to use it if you don't want it. You can safely say "No" to it during the installation process.
You may also uninstall it from the Windows Programs and Features screen like any other program. On Windows 10 you can just type in "Programs and Features" into the Start Menu and reach it from there (or from the Control Panel), then search for Razer Surround and uninstall it.
Note: Razer Surround is not bundled with the Director's Cut version of Wasteland 2. It is only included with the original release version.
