To enable German voice-over in the Steam version of The Bard's Tale, you must first enable German language support in the game's Steam Properties. For instructions on how to do that, please see this page.
Once you have done so, go to the game's Options menu and go to Sound Options. You will find an additional selection to choose between English and German voice-over lines.
